Health Policy Studies and Analysis Division

Introduction

This Division is founded on the postulate that policy makers require good information to formulate sound public policy. Good information, in turn, results from opinion gathering, research and testing, education and policy dialogue.
 

The functions of the division are:

  • To stimulate, coordinate and conduct basic and applied policy research and analysis dealing with the organisation, financing and effectiveness of health services.
  • To provide evidence-based data on what works and does not work in healthcare and develop the information, tools, and strategies that will facilitate decision-making.
  • To facilitate in translating research findings into health policies.
  • To provide education courses in research methodology pertaining to health policy formulation and evaluation.
 

Potential Research Areas

  • Research into the development of methodologies to translate research findings to policy development
  • Studies to support development and implementation of new health policies and legislation
  • Development of indicators to measure impact of health policies in Malaysia and to monitor efforts in health sector reform
  • Health facilities utilisation studies
  • Evaluation of Health Plan
  • Study on corporatisation/privatisation of MOH facilities and services
  • Stakeholder Analysis and political analysis of issues in health sector reform e.g. corporatisation, health care financing
  • Assessment and evaluation of health care delivery system, enhancing the development of innovative ways for better integration and linkages between health care players, organisations, and other levels of services
  • Research into strategies to promote smart partnership and shared care in health care delivery system (including, relationship and interaction between private/public hospitals, HMOS, and NG0s, etc.)
  • Community participation and empowerment in the delivery of health care
  • Health risks screening needs of population
  • Determinants of wellness
  • Individual and community responsibilities in promoting health care costs
  • Information technology, particularly on the impact on health
  • Studies on the potential of Health Tourism
  • Development and/or testing of standardised tools, methods, guidelines and practices that would assist in finding answers to the key questions of efficiency, equity, and -quality of various health programmes
