This Division is founded on the postulate that policy makers require good information to formulate sound public policy. Good information, in turn, results from opinion gathering, research and testing, education and policy dialogue. |

The functions of the division are: |
- To stimulate, coordinate and conduct basic and applied policy research and analysis dealing with the organisation, financing and effectiveness of health services.

To provide evidence-based data on what works and does not work in healthcare and develop the information, tools, and strategies that will facilitate decision-making.

To facilitate in translating research findings into health policies.

To provide education courses in research methodology pertaining to health policy formulation and evaluation.
